Landfills & Transfer Stations

Council manages two landfills and six transfer stations, which are also sometimes known as ‘Waste Facilities’. All facilities offer both waste disposal and recycling services, however what is accepted at each site does differ, so check with Council before taking rubbish or other materials to your local waste facility. By separating your waste, residents will be able to reduce the amount they pay for waste disposal. Information on sorting your load can be found in the brochure below. Garden Waste Disposal

Council is changing how we process garden waste at our landfills and transfer stations. From 1 July 2021, a charge will apply for green waste disposal at these sites. This service was previously paid for from the Waste Management Charge on everyone’s rates notice. Council will shift to a user pays model from 1 July 2021 – which is in line with what we have in place for other disposals at our waste facilities. It also bring our service in line with other Councils across Victoria. Fees charged will cover the cost of processing garden waste collected.

When will these fees and charges be introduced?

Fees and charges for green waste disposal will be introduced at all of Council's landfills and transfer stations from 1 July 2021.

Why are these charges being introduced?

Under the current model, costs for processing green waste are paid for from the Waste Management charge on everyone’s rates notice. From 1 July 2021 this will shift to a user pays model such as we have in place for other waste disposal at our waste facilities.

What are the green waste charges?

How were the fees calculated?

The fees are based on the cost to process garden waste, and will cover this cost.

What is accepted in the green waste pile?

Green waste items that can be accepted through our landfills and transfer stations include:

  • Grass clippings
  • Prunings
  • Domestic quantities of pallets
  • Raw timber/wood (untreated, unpainted, no nails or staples)

Green waste items that can’t be accepted through our landfills and transfer stations include:

  • Food
  • Coals/ash
  • Treated pine
  • Green waste in bags
  • Cardboard
  • Rubbish

Noxious weeds, palm trees and seeds are accepted at Mildura Landfill, but not at the rural transfer stations. Note that any loads that are found to be contaminated will be charged at the applicable rates.

How much soil is acceptable in green waste?

We would like no soil included as part of green waste. If there is soil with the garden waste, then it will end up going to landfill, and be charged at the applicable landfill rates.

There are other Councils that offer free green waste disposal. Why are we being charged?

Benchmarking against 90 other landfills, transfer stations and recovery centres across Victoria shows that only three currently offer green waste free of charge. This includes the Mildura Landfill. Overall the summary of gate fees at the 90 sites is as follows:

Why are some things accepted at Mildura Landfill but not at the rural transfer stations?

Noxious weeds, palm trees and seeds are accepted at Mildura Landfill but not at rural transfer stations. Green waste that is disposed of at Mildura Landfill is composted. Green waste that is disposed of at rural transfer stations is mulched. Composting ensures the material is heated up to a high temperature therefore killing off any noxious weeds or seeds. Mulching chops these up but does not guarantee that they are killed.

Why are there differences between what is accepted in the green kerbside bins and the green waste pile?

There are differences between the green food and garden organics bin and the green waste pile. In the green bin you have to be watchful of bin weight, whereas this is not an issue when dropping off green waste at the landfills or transfer stations.

Due to the EPA regulations about food being left in the open on site at the Mildura Landfill, and the risk it poses to health and safety and the environment, food cannot be left uncovered or contained onsite.

Will rates be reduced due to the fees being introduced?

The Waste Management charge is applied to all properties where a kerbside waste collection or street sweeping service is available, including vacant land. Council's Waste Management service only receives funding via rates through this separate Waste Management Charge. This charge pays for all waste services, not just for the processing of green waste. It pays for the operation of landfills and transfer stations across the municipality, public litter bins, street sweeping, illegal dumping clean up, waste education and for the future rehabilitation and aftercare of our landfill sites.

There will not be an immediate reduction in this Waste Management Charge since this charge covers much more than just the processing of green waste. Council is required to rehabilitate and look after our operating and closed landfills for decades into the future. To meet the regulatory requirements this will require tens of millions of dollars. The waste management reserve is in place to save these funds so that Council will have the money to pay for rehabilitation and aftercare. The sooner we can save these funds, the sooner we can review the waste charge and potentially reduce it. This is why a user pays system has been implemented for garden waste fees instead of the costs being taken from the waste management charge in rates.

Commercial quantites of cardboard are not accepted, you will need to make arrangements with an alternative recycler.

Paintback responsibly disposes of a range of waste paints and related products.

Aroundagain is a not for profit organisation that accepts hardwaste recycling for household items that are in good condition for reuse and recycling.
