Temporary Road Closures
If you are conducting works on or near the road, it is important to ensure that other road users can continue to use the road safely and there are minimal disruptions.
If you are planning to conduct works that will impact vehicles, cyclists, pedestrians, and other road users, the following conditions apply:
- An advertisement is to be placed in the Public Notice section of the newspaper under the project owner’s logo. You must provide the logo to the appropriate newspaper, together with the Temporary Road Closure Advice Guideline(PDF, 242KB). You must give at least two (2) days’ notice to motorists and residents of works to be carried out. E.g. Works to be carried out on a Saturday must be advertised in the Thursday edition of the newspaper.
- Surrounding businesses and/or residents are to be notified of the disruption with at least two (2) days’ notice, using the Temporary Road Closure Advice Guideline linked below. This must be physically distributed to surrounding dwellings or businesses involved in any re-routing of traffic.
- A Works in the Road Reserve Permit must be obtained when works are required to be carried out within the road reserve.
- The Temporary Road Closure Advice Guideline must be provided to all local bus and taxi operators that may be impacted by the proposed closure.
- All emergency service agencies must be notified of the proposed closure or any changes to traffic conditions no less than two (2) days prior to the commencement of the works via the following contact details:

- A Traffic Management Plan must be in place, with all necessary devices according to the relevant Australian Standards (AS 1742.3), ensuring that traffic control measures are in place to instruct and guide road users in the safe navigation of work sites, including accredited personnel operating stop/slow bats as required.
- Council does not endorse Traffic management plans; all applicants should seek out a suitably qualified traffic management plan consultant for the design.
- It is the road managers' (person/s conducting the works) responsibility to ensure the traffic management plan is in line with the Road Safety Act 1986 and Road Management Act 2004 and any other Act relevant to the works being undertaken at the time of the works. The road manager is responsible for undertaking regular site audits during the works to ensure compliance with the Traffic Management Plan.
- Mildura Rural City Council requires applicants to ensure that all works undertaken on Council roads or within the road reserve comply with the applicable Occupational Health and Safety standards.
- The applicant is responsible for reinstating and repairing any damage to road surfaces, nature strips, road furniture, and utility services to the satisfaction of the relevant authority. All costs associated with rectifying such damage are to be borne by the applicant.
- The safety of the public is to be maintained at all times by the applicant.
When applying for a Temporary Road Closure, you must provide:
- Proof of current public liability insurance cover (minimum $10 million)
- A Traffic Management Plan
- Detailed fully dimensioned plans showing the scope of works.
Public Liability Insurance
- Applicants are required to hold a current public liability insurance policy with a minimum coverage of $10 million, in respect of the activities specified in the Temporary Road Closure application.
- If the existing policy does not explicitly cover activities specified in the Temporary Road Closure application, a cover letter from the insurer must be provided, confirming that such works are included under the business policy.
If your request is approved, you will receive the approved permit via email within 5 business days.
If your request is denied, an officer will contact you to discuss your application further.
If there are changes to the temporary road closure from the original approved application, you must notify Council before commencing any works.
Payment
Mildura Rural City Council wishes to advise that, effective 1 July 2026, a $100 application fee will be introduced for all Temporary Road Closure applications.
This change has been introduced following a review of the resources required to assess, process, and administer TRC applications. To support the continued delivery of timely and effective services, Council will now apply this standard fee to all TRC applications lodged on or after 1 July 2026.
