Council Meeting Conditions of Entry

Council is committed to providing a welcoming and safe environment for visitors and staff. By entering this Council facility, visitors agree to be bound by the following Terms and Conditions:

  1. Visitors must treat all staff and other visitors with courtesy and respect.
  2. Visitors will not engage in behaviour, which is abusive, threatening, intimidating, inappropriate or unsafe or which Council staff or an Authorised Officer otherwise deems to be unacceptable.
  3. All visitors attending in person are required to sign in and provide basic contact details for emergency management purposes, including any assistance they may need in the event of an evacuation. Personal data collected during the registration process will be treated in accordance with the applicable privacy laws.
  4. Attendees must remain within the designated areas allocated for the meeting and must not, at any time, approach the councillors’ table.
  5. Visitors must respect and comply with the governance rules that apply to the community questions section of the agenda.
  6. Visitors attending virtually must always remain on mute and observe appropriate online etiquette.
  7. Mobile phones and electronic devices must be switched off or set to silent mode.
  8. Children under 12 years of age must not be left unattended in the facility and must always be under the supervision of an adult.
  9. No animals, except for Assistance Animals, may be brought into the facility unless by the express permission of Council staff or an Authorised Officer.
  10. Smoking or illicit substances within the Facility is illegal under State and Federal law. Smoking, vaping and the use of e-cigarettes are not permitted.
  11. Consumption of alcohol is not permitted in the Facility without the express permission of Council or an Authorised Officer.
  12. Visitors must not conduct any petitioning, surveying or opinion polls in the Facility without
    i. the express permission of Council or an
    ii. Authorised Officer.
  13. Visitors must not engage in any activity, erect any signage or display any material in the Facility which:
    i. is unlawful; and/or
    ii. is or may be perceived as improper, offensive, discriminatory or defamatory.
  14. Visitors must not engage in photography, videoing, transmission of recording or other recording of any kind without the express permission of Council or an Authorised Officer.
  15. Council reserves the right to conduct a search of any bags or persons upon entry or exit for unauthorised materials.
  16. Visitors must inform Council staff directly of any concerns relating to the behaviour of others.
  17. In ensuring compliance with these Terms and Conditions, Council, Council staff and its Authorised Officers reserve the right to refuse entry, remove and/or prohibit a person who is in breach of these Terms and Conditions from entry into any facility, or part of any facility, managed or controlled by Council.
  18. Council, as the owner and/or manager of the facility, can establish further policies, guidelines and procedures regarding the conditions of entry, operation and use of the facility.
  19. In these Terms and Conditions:
    Assistance Animal: Includes an assistance dog within the meaning of section 4(1) of the Equal Opportunity Act 2010 (Vic).
    Authorised Officer: Means an authorised officer appointed by Council under section 224(1) of the Local Government Act 1989 (Vic).
    Council: Means Mildura Rural City Council.
    Facility: Means the facility the person is in.
    Terms and Conditions: Means these Terms and Conditions of Entry.
    Visitor: Means a member of the public visiting or attending the Facility.
    Council Staff: Means any person who is employed by the Mildura Rural City Council and is acting in the course of their employment.
