Planning Permits & Services

Our statutory planning team covers the administration and enforcement of the Mildura Planning Scheme. This includes the consideration of planning permit applications for the use and development of land.

The  Mildura Planning Scheme determines if a planning permit is required to change the use of land or to construct a building or make other changes to the land. It also specifies relevant assessment criteria when a planning permit is required.

All land within Mildura Rural City Council has a planning zone, with some areas being covered by one or more planning overlays. If you want to find out what planning controls apply to your land, you can go to the state government's VicPlan Website .

Note: It is important not to confuse planning permits with building permits. Building permits relate to the method of construction of a building or development. If you have a planning permit you may still need to get a building permit.

Greenlight

Our Greenlight Planning Portal has been designed to make it easier for the community to access town planning services.

You can use Greenlight to:

  • Lodge a planning permit application
  • View approved planning permits and endorsed plans
  • View plans currently on advertising and object to a proposal
  • Ask a general enquiry or lodge or submit a pre-application meeting request
  • Check the status of your planning application or search current and completed applications 
  • Lodge a Section 29A consent for proposed demolition request
  • Request a new or an amendment or removal of a Section 173 Agreement
  • Apply for Certification of a Plan

A fee is also required for all applications (except for some general enquiries), the Planning Fees identify the fees required for each application type. 

If you are using the Greenlight portal for the first time, you must first complete a short registration process.

If you have lodged a planning permit application or other request via Greenlight, you can keep track of its progress as well as respond to requests for further information at the Track My Applications page on the portal. If the application does not appear on your My Applications list, please contact Statutory Planning on 03 5018 8410 or via planning.services@mildura.vic.gov.au

Find an advertised planning application

If you are affected by a planning permit application, you can influence what is proposed and what gets approved. Anyone can inspect the plans and make a submission about an application if they have concerns about it, and an objector also has the right to have a planning decision reviewed.

If you wish to object to a planning permit it is important to specifically address the proposal and describe how you will be affected. You will be notified by Council when your objection has been received.

Council may invite you to a meeting to discuss your concerns directly with the applicant. If you reach a compromise with the applicant and you no longer have any concerns about the application, you can withdraw your objection in writing to Council.

Apply for Certification of a Plan

Certification is an essential administrative step that allows a subdivision proposal to move forward. This process is carried out by councils to ensure that any proposed subdivision plan meets the requirements of the Subdivision Act, relevant regulations, the planning scheme or planning permit, and any other conditions specified under section 6(1) of the Subdivision Act.
