Mildura CBD Access & Mobility Strategy

Current Status

This project commenced in August 2020 with the aim of improving access and mobility to and around the Mildura CBD.  A key objective is to see more people choose to walk, cycle, or scooter into the CBD rather than drive.

The draft Mildura CBD Access & Mobility Strategy was adopted by Council at the 24 February 2022 Ordinary Meeting of Council.  The finalised strategy is now available for download at the bottom of this page.  The minutes of the February meeting are also available for download from Council's Agendas and Minutes page. 

Community Consultation

Consultation on this project is now closed and Council thanks the community for its interest in this project and feedback provided.  Please find below a short summary of the consultation and community engagement activities undertaken throughout the project, which informed the preparation of the adopted strategy.

Consultation Round 3  

Over a 12 month period, Council heard from the local community via online stakeholder workshops and surveys.  Further to the completion of Round 2 Consultation, analysis of the community feedback received, detailed policy and data analysis investigating car park access and demand, a draft Mildura CBD Access and Mobility Strategy was prepared and was made available for for public comment until Friday, 1 October 2021.  The report, along with a video presentation and a flyer with further background information remain available for download from the bottom of this page.

Consultation Round 2

Site assessment, data and policy analysis work (please see documents below) has informed the project to date and was prepared to be the focus of the second round of community engagement.

Online workshops were held from Monday 10 May through to Wednesday 12 May 2021.

Consultation Round 1

Previously held Round 1 consultation provided Council with feedback from the broader community, regarding mobility and access throughout the Mildura CBD  We listened to community views on how the Mildura CBD functions in key areas such as car parking supply and demand, timed controls for on-street car parking and access.   Feedback was provided from across the community, including those who visit, live and work in the CBD.   Consultants have used the feedback received in Round 1 consultation, in conjunction with the analysis undertaken, to inform discussion held in Round 2.

Background

Following the adoption of the Mildura CBD Plan 2020-2035, Council appointed the Institute for Sensible Transport, to prepare an integrated Mildura CBD Access and Mobility Strategy.  The project commenced in August 2020, with the aim of improving access and mobility to and around the Mildura CBD. 

A key project objective is to encourage more people to walk, cycle and scooter into the CBD, rather than drive.  This will assist with the challenge of meeting car parking requirements to support local businesses, while also making the CBD an amenable and accessible precinct.

Council is mindful of potential benefits to be gained from better urban design and efficient land use patterns, supporting infrastructure that prioritises active transport and fostering a higher incidence of people travelling to (and within) the CBD as a pedestrian, cyclist, user of public transport, mobility scooters or other Active Transit mode.  Whether it’s for business or pleasure, fun or work, boosting the appeal of walking or cycling to the CBD will also help boost the availability of car parking, as the more people who happily choose the former, the easier it will be to find a park for those who really do need to drive to the CBD.

The strategy will recommend integrated approaches to maximise opportunities for the CBD, with a focus on four key components:

  • 2  Public Transport
  • 3  Car Parking
  • 4  Urban Environment
