Mildura Rural City Council has appointed Mandy Whelan as the new General Manager Development.

Ms Whelan, who was formerly the General Manager Corporate at Council, has been acting in the role since October 2015 and holds a number of formal qualifications including a Masters of Business Administration.

Council’s CEO Gerard José said Ms Whelan’s experience in leading executive teams, her understanding of regional communities and her focus on accountability and financial sustainability are all part of the reason for her appointment to the role.

“I am very pleased to announce Mandy’s appointment after a very competitive and rigorous process. Mandy has a proven track record in her ability to drive innovation and lead change in a challenging public environment,” Mr José advised.  “She is well placed to lead this very important team and to continue growing and developing our community.”

As the General Manager Development Ms Whelan will be responsible for overseeing a wide range of teams including infrastructure services, waste management, statutory planning, environmental health, road safety and local laws. Mandy will also be a key member of the Executive Leadership Team with the other two General Managers and the CEO.

“This is a really exciting new challenge for me and I’m looking forward to developing my already strong relationships with the community through this new position,” Ms Whelan said.  “We are facing many challenges as a regional city, particularly in the field of waste management and infrastructure renewal.

“Coming from the Corporate Department, I know we have done the work required to put Council in the best possible financial position given the environment we operate in, but we need to constantly evaluate everything we do to make sure we are providing services to the highest standards and efficiently as possible.”

Council will now begin the process of recruiting a new General Manager Corporate with advertising expected to begin in July.
